I had a similar fine. It was 6 months before the ILR PEO appointment but I didn’t mention it and wasn’t an issue at all. It is your choice if you want to mention this but as far as I am aware a Bus lane fine which is paid on time is not a Criminal offense nor a civil penalty under UK Immigration act...

In general, if an individual arrived in UK with in 90 days from EC stamp date they can use that time as part of the 5 year stay.
