The key issue here is that she will still have to leave the country and COA will not be granted.

The easiest solution in this case if simply go to Russia and get married there and then make all the plans for relocation to the UAE from there.

Suggest you sit tight for another 2 weeks and wait.
Then write to Appeals Directorate Customer Focus Team in Advance House in Croydon. They will sort this out within a few days.

It is difficult to speculate about this but I honestly believe that when they refer to "deception" they mean something substantial that already happened and the proof of it is available, for example, obtaining a visa by deception, then being caught and having the visa curtailed/cancelled and removed...
