First of all you do not have the right to hold on to his passport. It is his document and it must be returned to him. Furthermore, you do not have the right to send it anywhere without his permission.

You need to watch yourself out there not to get yourself in the trouble with the law.

Yep, this is how it works in Australia, as well. As a temporary resident you cannot sponsor your relative to come to Australia. However, they can apply in their own right, as visitors. I think it makes sense.

In practice it is extremely difficult to get LOTR. There should be compelling, truly exceptional and extraordinate circumstances which would drive decision in your favour overriding the normal provisions of the Immigration Rules that apply to all the foreign nationals going to the UK.
