When does PEO slots released for Monday appointment (42 days later)?

Is it on Friday midnight or Sunday Midnight?

Date of entry to UK: 7th Feb 2008
Current tier 1 visa valid till 4th March 2013

As per 28 days rule for applying ILR, Can I apply on 3rd Jan or 10th Jan 2013?
