It is very unfortunate that you can't find that info. It is stated pretty much everywhere on UKBA's website under ILR.

Anyways if all members are suggesting that 28 day rule exists, you should believe them

Just get a generic letter from your employer that all absences stated on the application form were authorised paid annual leave. That will suffice

Hi Gagan, I don't think that is correct as hi maar got the visa stamped from 13th April initially. I applied 7 months before expiry of my HSMP visa and got it stamped from the date of the extension to the end of 5 yrs effectively I got the extension for 3 yrs and 7 months. I don't seem to find the question to what exactly what you are looking for?

However, you are eligible to apply 28 days before the WP stamp date I.e 11/08/13 as you entered within 90 days from the date of your WP stamp date

Absences are more than 180 days in one calendar year, so ILR will tough unless you split them across 2 years

You should pay the fine anyway to start with. At least you won't have any thing in arrears when you apply for ILR. Then that means you didn't appear in court and hence not convicted by them for anything.
