The proposal reads "For applications made in person (e.g. at a public enquiry office) the total fee is the relevant standard fee plus £375 per person (this includes the £100 appointment fee, which may be retained should the applicant fail to attend their appointment without good reason)."

Well, according to the rule for general ground for refusal, there must be an admission of guilt either by post or in person for application to be adversely affected. Without an admission of guilt, IMHO, you should be fine.

But the record would still be on PNC though.

It is highly essential for you to keep audit trail of your payments as that will be your proof that you are actually committed to paying it off. Once you have those proofs, I don't see you having any issue with ILR on CCJ basis.

@TTYL UKBA don't do credit check and CCJ would not affect your application but two things; 1. You need to show it as Civil Judgment on the form and 2. You need to show proof that you are paying it off or you have paid it off. UKBA are not too precious about debt as long as it is not recklessly amass...

SAR is of course far better. SAR will give you everything the Police have on you in terms of offences and everything else. And this is what the HO look for as well.
SAR takes 40 days legally but if you don't have any issue it should be two -three weeks
