Is this because you are reading the number wrongly. Some times people mistake the number 0 (zero) with the letter O. For example,

AB0123456 is A B zero one two three ....

not

A B O one two three ...

I was in this situation 3 years ago with a private landlord - Indian :( He did not put the money in DPS (Deposit Protection Seem).
