@marcnath you are absolutely right.
I personally don't think that home office can defend only this reason in JR if OP provide them the lease or whatever agreement he has, but I'm quite clear AR will not be overturned.

If they have said it ain't normal then they should have referred your wife to a specialist.
I know some people who had a mark in their lungs and their tests were abnormal but once their mucus test was done, they were given a letter that all tests normal.

How about sparing a minute and read policy guidance?
If you haven't created 2 full time jobs then it simply means that you haven't fulfilled the requirements either for ILR or extension.
Look for other options.

Once you receive you ILR, in 30 days you will receive a letter to extend your wife's visa or you can apply her visa once your ILR approves.
One more thing you can get her FLR(FP) same day.
So there are many choices.

There is no such requirement to stamp the business bank statement.
You can send them the statement which you received from bank.

Many applicants have been waiting for last more than a year.
If it works for you then it will be proved that home office is only approving those applicants applications who are sending them PAP.
