You should be able to apply for your NI number if you can show that you have the permission to work i.e WP or HSMP, and that you are actively looking for work., even if you have not found a job. i believe they will even accept rejection letters from companies and maybe the agencies can help you out ...

i am not sure if about it affecting future visa applic. but as 4 reflecting in your passport, it should not because if you apply from outside UK you dont have to send you passport with the application, am not sure about in country applications

i think if you are on a WP you cannot transfer it to another company, you (yoour new employer) will have to apply for a new permit for you. apparently its the company that 'owns' the work permit and are actually required by law to notify the HO if you cease to work for them. if it was the HSMP permi...

i think you are providing people with false information. i have not read any document which says that you cannot travel to UK. Remember you can even ask them to fast track your application if you can show that you have been offered a job, i mean how are going to go to interviews in the UK if you can...
