unfortunately not. Ireland (southern) is completely separate from the UK, its got is own govt, laws etc. you can however use your HSMP in Northen Ireland

also note there are other companies that offer phone lines. eg ntl, tele2 it might be worth your while to shop around. the requirements might be the same but you never know they just might overlook a thing or two

You should be able to apply for your NI number if you can show that you have the permission to work i.e WP or HSMP, and that you are actively looking for work., even if you have not found a job. i believe they will even accept rejection letters from companies and maybe the agencies can help you out ...

i am not sure if about it affecting future visa applic. but as 4 reflecting in your passport, it should not because if you apply from outside UK you dont have to send you passport with the application, am not sure about in country applications
