Why not fresh application ? What made you go for JR? You could've gone for JR as a last resort or when you've exhausted all your other options. I am not a Guru, but i have always taken that to mean the first time you entered the UK with the intention to stay i.e. period that counts towards your continuous residency. I agree, that you won't have a chance to win JR. It will be a waste of time and money.

You should definitely prepare a fresh application with RTI which includes all the missing information. This would be the best way forward.

As for PAP and JR - you can do that at any point in time.
