Rather than perspective, I would say, explore your options. Option 1. Wait for the certificates to be issued, and then wait for the passports. Amend your travel plans accordingly. Keep in mind, there is no set time frame for this option. Could be a month, two months, three months, any period really....

I am not sure if a university degree or other university education/qualification satisfies the requirement of B1 CEFR. I think no one will know right now what UKBA will decide in the end. We will have to wait until this new requirement is incorporated in immigration rules.

Yes, you can put the date of your permanent residence as ILR date.

If you apply full 12 months after your PR date, then just ignore section 2.4.
