Why don't you fill in the correct form and submit, you may have to pay another money for it to be a valid application. I believe they should refund the previous money you paid.
I think judicial review is applicable when an unlawful decision has been made (against immigration rules). Personally I think re-applying is a better choice, but please still seek others opinions

I think the first option is better as I have been in similar situation to yours.
if you take the second option, i personally feel its a proove to ukba that the rmlt test is not valid. as in how can you be sure you will get the job before the rmlt is completed.
