I have friends who bought a house (on mortgage) while they were on Tier 2 General. Now they are British citizens (after spending one year on ILR). I don't see why buying a house would be an issue!

The job start date needs to be within 3 months of the CoS issue date, so October might be too far away for it right now. Also, CoS validity is 3 months, so the earliest you can get a CoS to have a job start date of October 1st would be July 2nd.

CR001- I thought tenancy agreement wasn't a required document for a Tier 2 Dependent visa (assuming that's what the OP is applying for his wife, and not Tier 2 general as the topic states) unless children are involved?

In that case it will have to be 30,000. They do make it as confusing as possible, don't they!
You're not that much off this figure, you could probably negotiate with your employer to bring it up a little!
