The CSSO would disagree with you as would I but I do thank you for your input. They would be VERY wrong. If this was still possible, I'd be using that route for my civil partner. And with no obvious connection to Ireland you would appear to have no claim on Irish citizenship let alone the privilege of an Irish passport. This is incorrect and misleading. The Citizenship Dept sent me the following reply to the same question:
'The original passport should be returned to the applicant once the application has been initially assessed, usually within 3/4 weeks.'

Just curious. Can you use the most recent 5 year period to apply for PR? I think that the WRS ended in April 2011, would you be able to use April 2011 to April 2016 (or even slightly later)?

Depending on what type of application it is, you should be able to get a solicitor to do it (for a fee). Call some of your local solicitors to see how much they would charge.
