Hi I think UKVI is right in declining the refund. As your initial application was decided and refused. As far as copy of policy is concerned that refund is of appeal fees which is 140 pound. Hi covering letter is not required unless there is something in your immigration history that you worried off and wants to explains that in detail, other than that not necessary. From your post seems like u recently got approved for entrepreneur visa. And your long residency will complete in 2016. My advice is concentrate fully on the business that u invested and stop worrying about ILR as it's long way to go to.

Once you submit your set LR application, you will be sent biometric invitation letter which then you can take it to participating post office and enrol your biometrics.

Hello I will advice tick the box to pay the full fees of Set (LR). Once biometric is done Home Office will issue a refund on your initial application fees.
