For conviction use 3.6 and for caution/reprimand use 3.10

Yes, it's not deleted from the PNC (which the Home Office will see) it's merely filtered from DBS certificates. The fact that the company still exist means it's not been liquidated. Anyone who was the director of a liquidated company must declare it.

Firstly, not paying council tax or business rate is not a criminal conviction.
Having points on your licence (FPN) is ok for as long as it's not been issued in court.

You are advised to declare any FPN issued in the last 12months.

I am of the view that paying that extra £65 for NCS is better in the long run. at least you can use your original docs for something else. Also, NCS indirectly gives you the initial check that may be useful
