I am not expert in EEA regulation. Studying outside the UK does not sound like exercising treaty rights to me but I may be wrong.
Settled status is essentially a replacement for permanent residence status :!:

You can apply for ILR from mid Oct 2019. You do not need to get absences letter if the absences were less than 30 days or less per residence year.

You have been eligible since 2016 exactly after one year of being granted PR. You may have to demonstrate that your wife exercised treaty rights between 2010 and 2015.

For your SOC, the min salary for an experienced employee is 33K. However you must meet the min salary threshold for ILR whichever that is higher. Also how are you working part time ??! Tier 2 does not allow you to work unless they are supplementary or voluntary work :!:

The immigration rules part 11 do not mention any absence requirements for people granted under refugee/humanitarian route when the apply for ILR.

Right to work checks will be done by the employer via employment checking service. You must give them your Case/Application ID which enables them to get a positive response from the UKVI
