You must have acquired PR before you received the card; (the card merely confirms your status).

If you leave your house, family (etc) in UK it will bring your centre of life into question and an attempt via Eire on the Surinder Singh route may fail due to that.

And be aware of considerable delays in processing of entry visas and EU documentation in Eire.

All applicants claiming to be a qualified person must provide evidence of their nationality by providing either: a valid passport from an EEA state a national identity (ID) card from an EEA state The passport or ID card must show the applicant has been an EEA national for the whole of the 5 years ....

Yes, you may have acquired PR by 2011.

As a settled person you have sponsored your partner since date of issue of EFM RC (2012); they should acquire PR by April 2017.
Assuming no prolonged absences by either party (from UK).

Apply when you have acquired PR and have amassed rock-solid documentary supporting evidence.
RC, and dates of RC, are nothing to do with it.

The online process is new, with more mandatory questions.

You can add a cogent supporting cover letter if you think it helps your case.
Caseworker will form her own assessment ofcourse, based on supporting evidence.
So send appropriate supporting evidence as per the PR Guidance.
