Yes. I don't think she can yet apply for ILR until after her second DLR extension. If I'm reading the rules correctly for FLR I think it would be touch and go whether we would meet the financial requirements anyway. Hi

It doesn't say family member of EEA national on my wife's permit so she needs to get the Shengen. Probably get all the documents together then to be on the safe side although she only has 1 month bank statement.

@Elisha47 That's exactly what happened with my wife. Because they were so long in deciding her application they asked for more/up to date documents. After she sent them she was granted FLR just a week later! Don't worry about the English requirement, my wife didn't have that either. Just explain why...

@justice. It didn't actually say on the letter what type of visa it is. Just that she has been granted further leave to remain. I'm assuming it's gonna be some kind if family residence permit (i'll have to look into it). For how long it will be vaild for I don't know. Good luck with your's.

Thanks Greenie. She was close to passing the KOL every time just 1 or 2 questions out so it does seem crazy. So even with this application pending she could do another KOL test and apply for ILR or an English test and apply for FLR? Would these be brand new applications or just send the certificates...
