Is that a fine for failing to declare goods in excess of your allowance when stopped before clearing customs controls?. It comes under civil penalties as you mentioned. If the ILR form states that civil penalties needs to be declared,then I assume you will have to. Someone else can comment further....

Hello all, I shall be eligible to apply for ILR in a few months. I've received a civil evasion penalty of £227 for failing to declare dutiable goods. I've spoken to the caseworker at HMRC and explained it was a mistake on my behalf, but she insisted that since it was my mistake I deserve to be fined...

Dear All, I've been holding the Entrepreneur visa for over 2-years, and shall soon complete the requirements for ILR based on 10 employees. I frequently have to travel out of the UK for work purposes, and some countries don't stamp my passport during entry-exit. Hence, I am not too sure of my travel...

Try the smaller banks, if the big banks aren't willing.

Attach everything you wish too, maximum they could say is 'We don't accept these documents' or whatever.
