Proposed fee hike from April 2014 - PBS Dependant

As per the below link, there is a proposal to hike PBS Dependant fees which will now become £2007. If my wife applies for extension after my ILR, wouldn't she be classed as a partner of a settled person and as such qualify for FLR (M)?

Also, is it possible to have her dependent extension at the same time of my ILR application?
