Assuming you are from an A8 accession country, you arrived in January 2004 with a student visa and effectively switched to EEA status on 1 May 2004. You'll need an Irish passport if your intention is to live in another EU state. Ireland doesn't have an ID card in the conventional sense- although you can apply for an Irish passport card once you have a book-form Irish passport.

As I understand it- if you were the spouse/dependent of an EEA worker, there was no need for you to have CSI yourself. In any case, if you have a PR document then I think it is unlikely that the question would be asked.
