Child does not have to be living in the U.K. for this kind of registration.

You say you have ILR- are you living in the United Kingdom? It's not enough to have ILR in itself- the parent must also be ordinarily resident in the U.K.

The child is U.K. born with a parent who has Permanent Resident status. For this kind of registration (section 1(3) of the British Nationality Act) the consent of the other parent is not required. Since you are now a British citizen and she was born in the U.K., she can be registered as a British citizen. As long as application is made before age 18 and she meets the good character requirements.

Does she have another citizenship and if so, will she retain or lose this upon becoming British?

No point to withdrawing the passport application. You'll lose the fee and will have to pay again when reapplying. Not having a passport doesn't mean that child is stateless. Child has the same nationality as yours & you should use form MN1. Child does not necessarily have the same nationality. The Passport Office will accept the Nationality Status Certificate as evidence of British citizenship. They will not need details of child's birth parents, etc. So apply for a British passport in the standard way once this is issued.
