You can get the letter from the College also as many RECs have Academic Deans. I did the same and had no problems getting the HSMP approval. It should be from the degree awarding body. But HO is quite flexible about it. In my case the Degree was from the University but the transcripts were from the institution. I got the HSMP in no time. Does not make any difference. It merely says that if you have supplied the Degree certificate as part of the qualifications point claimed, the case worker should refer that and just look at the letter issued by the institution while verifying the eligibility regarding the english language. regards, ...
