Was his application formally refused because of deception under 320(7A)? Or was it simply not accepted because he had no legal status?

Was his passport date stamped with a cross in the back pages?

Permanent right of residence via the EEA regulations is automatic, if all the relevant conditions are met. No KOL is required.

Hi, thanks for the super quick response. Some follow on questions: if my husband finds another job in um, will he be able to convert the dependent visa into permit? If he accumulates enuf points in future, will he be able to apply for hsmp Better not to , as Dependents are allowed to work in the UK .

No. However, you may apply for a spouse visa from outside the UK. Subject to maintenance and accommodation requirements.
