According to the Official Home Office figures on http://www.ukvisas.gov.uk/en/howtoapply/processingtimes , 100% of applications are resolved within 60 days, 99% within 30 days and 97% within 15 days. But in all seriousness I think you may be able to claim back a certain portion for the first year that you were here but it will vary by circumstance quite a lot.
