This means that someone was assigned to make a decision on your request within the time frame they gave you. That person did not respond, so it's assumed that the decision did not go through. I wish I knew about it before - the process leading up to taking it to court takes time (get an FOI, Find a lawyer, lawyer sends threatening letters to INIS, Set court date, wait for a decision etc). An FOI are free, and are processed within 4 weeks after mailing a simple application. This is true even in current circumstances.
