Father name on passport

If a person has a father name like D/O rather than W/O on her passport, does that effect her on getting Tier 4 dependent visa? (Passport was made before marriage)

If a person got a Tier 4 dependent visa and intends to travel before main Tier 4 applicant, like 15 or 20 days in advance to sort out accommodation etc …… would that be ok with immigration officer at airport or both of them have to travel together?

Wanderer kindly supply me any evidence which says that 10 year and 14 years rule will no more valid for ILR.
