It is not likely that the person would qualify.

If the child is not an EU national, and a visa national, you can apply for an EEA family permit.

Proof that you are the parent and proof that either you or spouse are exercising treaty rights in the UK (working, student, self-sufficient) will be required.

It is a common misunderstanding that if a person is married to a British citizen, they do not need a Schengen visa to enter the Schengen area. You may not have been charged, which is nice. However, if there is no freedom of movement element (i.e. accompanying or joining EU national), then normal Schengen rules apply.

A residence card might take up to six months (hopefully quicker). A COA will be issued "immediately", which will specify that the holder can work.

If wife is exercising treaty rights, you have the right to work right now. The right to work stems from the directive 2004/38/ec.

Yes you can work. Your wife's ID might require to be replaced if it is damaged. A passport or national ID are fine for such applications.
