Can a visa national never personally refused entry to or expelled from Ireland lawfully enter the Republic of Ireland by land without a visa in the company of her genuine British spouse if the spouse is unencumbered by Irish nationality?

Children born in the UK subject to immigration control don't need leave to remain or enter until they have left the UK (I think read Common Travel Area for UK, but I'm not sure).
