I'm not sure why the Romanian embassy would insist that you have a residence certificate. They will have their procedures of course, but the UK does not make the application of a residence certificate mandatory.

If you qualified for a tier2 visa, benign Romanian, I cannot see how you would not have qualified for a work permit even when restrictions were in place. A family member of an EU citizen can apply for a visa to accompany spouse. It is likely that the authorities will expect the EU national job-seeker to have a good prospect of finding work.

As long as you are the family member of an EU citizen exercising treaty rights, your stay in the UK is legal.

You can choose to fight your point of principle or you can make life easy for yourself.

It is unlikely that you will be able to apply for two visas at the same time. Usually, passports are retained until visa is processed.

It is possible to enter Bulgaria as you describe, but you won't get a Schengen stamp unless you enter a Schengen country.
