I agree that there could be multiple reasons for applications being delayed. But since most the so-called investigations are about the past acts of the applicants, what is the harm in telling the applicant that "a court case is pending against you, so we won't take a decision until that is clear" or...

You can expect any possible illogical response from INIS. They will keep telling you, you are in the final stage, you file is sent to Minister and then back again we are doing some verifications at the second stage. But all these are telephonic responses and you have no legal proof of what they say....

In my opinion, the system ran by INIS is not transparent and fair to all. The department works mysteriously, there might be some reasons for the delay in any application such as verification/checks from the external agency from a foreign country. I asked about the ceremony date during a telephonic inquiry last week and the lady on the phone said, the date for next ceremony is finalized at 26/11/2018 at Killarney. But every person at INIS has a different story to tell when talking to them on phone, so nothing is certain...
