Someone told him that he is not eligible now as the deadline was 31 December 2020.Only family member can apply if he has pre settled status ?

Hi

My friend is German national and living in the U.K. since August 2020 .He didn’t apply for pre settle status .he is not working and never applied for NI number .
Can he still apply pre settle status for himself or it is too late now ?

Will the adoption is possible within the UK
