When is the fees deducted when you apply for replacement Biometric residence permit(lost).

It's been 2 weeks since i applied but the fees has not been deducted yet nor have i received an acknowledgement letter. Is this normal? or am i missing something?

Applied for Tier 1 General at overseas british consulate on 27th Feb 09 . Deposited application and paid appropriate fees. I took my passport back as i had to travel.
