if a person is on tier1 general visa and he wants to apply for his wife visa from out side uk, which form his wife needs to fill vaf9, 0r vaf10, kindly reply, and is there any other forms i need to fill,

You need to show 800+533.as you are in the uk more than a year.I think it does not matter that you go and apply for your wife from there .
