It depends on the NCS. It may be wise to shop around as some are busier than others or are open fewer hours. You can use any NCS you choose.
Before you prepare your application in September, make sure that the form is the most recent.

The BC application check and send is handled by the National Checking Service (NCS) run by your local council, not the HO.

You don't count the day of departure or the day you arrive back in the UK as you're considered to be present at least for a part of each of those days.

I think you may get through with the old IELTS cert as you can show that your use of English has been continued since then...which appears to be a key point in the validity of IELTS which is older than 2 years.
