There's isn't temporary work permit and you won't be able to work until you get your residence card. I would suggest you apply from your home country except you've got enough savings to help survive while waiting for rc in uk. How long will the process take? I believe it all depend on how long you've had the rc.

I don't think you'll be returned to India if you've had it for 3-4 years.

CCJ is not a criminal conviction or civil judgement judgement against you(please feel free to correct me if I'm wrong) so you need not worry about it. You don't need to tell them about the ccj(s), I wouldn't tell them if I were you as the HO need irrelevant reason like to denial your citizenship.
