Hang on, so he was attempting to seek asylum but then he was quite happy to travel back to his home country with you in order to get married. Surely the purpose of asylum is based on the fact that he cannot return to his home country for fear of persecution or inhumane punishment, something sounds a...

Gilbratar's border control is handled seperately, so much in fact that even foreigners eligible for the UK's visa waiver are only permitted to visit there for 30 days.

Bulgarians do not get full rights in Britain though and you need to be a citizen to sponsor a spouse or financee so I'm not altogether sure what difference it would make to the UK government.

They are currently in the process of considering adding South Korea and a couple of Eastern European countries on to the VWP list, I cannot see them adding Israel to it.

I remember I left there once in 2000 and they didn't remove my I94W card and I just gave it back to them when I applied for J-1 since it was their mistake, but that was pre 9-11 and I hadn't overstayed or anything like that.

I would maybe consider calling the consulate.

I remember I was considering going back there for a Summer job a couple of years ago and I was told by the agent that it really only allows them to make sure that the person on the application is really you and it takes no more than a few minutes for a non-permanent immigrant.
