HO can increase fees earlier if they wish to, it is their prerogative. If it is their prerogative to increase whenever they wish, then there is nothing sneaky about the whole show. It should start on the intended date of travel but many applicants have not been fortunate to have this done and UKVI have issued from date of decision which then involves trying to get it corrected, which also takes more time.

Yes you can leave the UK to travel. Difficult for you to come back though, airline won't allow you to travel without your BRP or visa in your passport. Suggest you apply for passport as soon as possible, current waiting times is 2-3 weeks.

The immigration health surcharge is payable with EACH and EVERY application you make.

You might be able to get a refund, you might not. It is not HO who is deciding to switch visas/employers so frequently.

Yes, provided you apply for ILR based on PBS and not long residence.

Indeed sneaky move, they might have seen a high volume of applications made in the month of March/April 2011. They reckon the same after 5 years especially for tier 1 to ILR.
