I believe they must consider it under the "under 28" rules, if you are appealing the original application. If you supply additional evidence, they may process it as a new app, and then the rules will be for over 28.

As an interim solution, may I suggest that she comes with you to the UK as a visitor? I think she can stay for up to 6 months, and being a USC doesn't require a visa. I think, the UK's HSMP is by far the best program available in Europe today. If you feel you do not qualify, it's almost guaranteed that you won't find legal employment elsewhere, especially not being physically present to convince the potential employers you are worth going through the legal hassle.

You certainly cannot switch from a tourist visa to a "worker" status - whatever category that may be.

It would also help to know your friend's immigration status in Britain before we discuss any further aspects.
