From your end it is 11:59, we don't know when the server processes and clocks it as submitted at HO's end.
A member recently unknowingly crossed into the new requirements by leaving things till the last minute.
May stand you in good stead to include your income and evidence if possible.

I believe the spouse has not yet traveled so is not in possession of a BRP? I would suggest the visa validity is 100% confirmed before any travel is undertaken. As you identified from your searches, being SET O, it is the earliest date that you will use.
Their eligibility will be 28days before completing 5years in UK

Does not matter under what section you upload. Only endeavour to upload all supporting documents for the application.

Only last 2years of cohabitation documents is required.
