If you are already an Irish Citizen, you do not need a permanent residence certificate. You also do not require medical insurance, but your spouse will.

It could take 1 year or more from within Ireland, but if he applies for a spouse visa from his home country it could take a few weeks,depending on the discretion of the Visa officer and the strength of your application.

In light of the above information, getting married and having a marriage certificate along with Relationship history with Passport stamps, trips taken might be the best way to go to apply using the EEA route.
