Let me clarify,
Once you arrive in the country you need to fill out the E.U1 form from here, and once you get the approval letter, you need to go to the GNIB office with your E.U spouse and apply for the Stamp4 in person.

Singapore nationals do not require visas to enter Ireland. You can enter Ireland, and apply for Stamp4 E.U family residence card in person at the Garda National Immigration Bureau. Yes, he would have to apply for the 'Join EEA Spouse D Visa'.
You would need to have a documented relationship history.
For a join spouse visa he would not need to show economic ties to his home country.

If you've applied for E.U1, you are still in legal status even if you loose your job. Irish Dept.of Justice is required by law to approve the E.U1 application within 6 months. I'd be a bit wary of applying for unemployment benefits till your E.U1 approval comes through.
