Good that it was resolved. It does indicate that the JCAP process isn't failsafe. Although in fairness- 2 weeks after citizenship ceremony was not so far outside standard timescales.

Under Home Office policy, ILR would normally be required for your daughter to be registered as British. See page 30:

Why kind of checks? Obviously- they need to check ID, that the person making the application is the same person as the person referred to on the documents. She can visit the U.K. if she has the appropriate passport and entry visa (if required)- and if admitted by an Immigration Officer on arrival. However, submission of an application for registration as a British citizen does not in itself give any entitlement to move to the United Kingdom.

Child does not have to be living in the U.K. for this kind of registration.

You say you have ILR- are you living in the United Kingdom? It's not enough to have ILR in itself- the parent must also be ordinarily resident in the U.K.

The child is U.K. born with a parent who has Permanent Resident status. For this kind of registration (section 1(3) of the British Nationality Act) the consent of the other parent is not required. Since you are now a British citizen and she was born in the U.K., she can be registered as a British citizen. As long as application is made before age 18 and she meets the good character requirements.

Does she have another citizenship and if so, will she retain or lose this upon becoming British?
