Section J4 for dependants

Hello All,
Please could you help me with this:

I have applied for HSMP in March 2008 before the new rules which came in force in April 2008 so what should be my answer for the section below as I am applying for an extension for myself and my spouse:

J4. Has the main applicant applied to have his/her application assessed in accordance with paragraphs 39-42 of the HSMP Forum Ltd. Judicial Review Policy Document?

Is it Yes or No

Marriage Certificate

K4. Tick to confirm that:
The A-rated sponsor has confirmed on the certificate of sponsorship that where necessary they will accommodate the dependant during his/her first month in the United Kingdom.
