Section 11 of the Form SET O under 10 years long residency

Hi,
I hop sumbody can clarify this situation. We are applying under the 10 years long residency. Do we still need to sign the section 11 of the form where it asks for verification of bank and utility details. We are not providing any bank or utility bills with the application as they are not required. Can sumbody shed sum ligh on this issue.

i guess nobody has encountered any situation like this otherwise i was expecting an answer.
