Self employment

I have noticed that the 2 restrictions on work permit holders is removed now:

It used to read that you cannot run or own a business.

Now there is only the restriction of working on a supplementary job within the same sector with 20 hours limit.

Does this mean that as long as the invoices are proofing those restrictions, then you do not need worry if you own the business or run it.

Is that true, i need a confirmation please.

Job = a paid position of regular employment.
Also, read point 188 of the Tier 2 policy guidance.

I am confused, isn't this a bit controversial, because we do not know the actually intention, beside they say Job in one document and employment in the one you mentioned.
