Serving Tier 2 Cooling Off period

Hi Experts,

I ahve a query regarding the Cooling Off period for Tier2.

Can the Cooling Off Period for Tier 2 Can be server as dependent of Tier4 and remain in UK.

If its Possible. Can I be able to switch from Tier4 Dependent to Tier2 General from UK or I need to apply from my Home Country?

Also Can you pls also let me know the links for the same.
