SET(M)- one fee for for spouse & children under 18 ?

HI There,
The SET(M) application form has the below iformation.
'You may include children under the age of 18 if they are applying as your dependants. But they must pay the specified fee if they apply separately.'

Q1. Does it mean 'spouse and children under 18 included in one application pay only one fee' which is £1093 at present ?
